Code of Ethics

In accordance with the provisions of OJK Circular Letter No. 32/SEOJK.04/2015 concerning Guidelines for Public Company Governance and Sarbanes-Oxley Act (“SOA”) 2002 section 406, we have and implement a code of ethics that applies to all levels of the organization. Telkom's Code of Ethics is stipulated through Board of Directors Decree No. PD. 201/.01/r.00/PS150/COP-B0400000/2014 concerning Business Ethics in the Telkom Group Environment and Human Capital Management Director Decree No. PR.209.05/r.01/HK250/COP-A4000000/2020 concerning Employee Discipline.

The main points of Telkom's Code of Ethics include:

1. Employee Work Ethics; namely the system of values or norms used by all Employees and Leaders in their daily work with the following scope:

a. Key Employee Behaviors:

  1. Employee Capacity and Capabilities
  2. Obligations and Prohibitions
  3. Confidentiality of Information
  4. Infrastructure
  5. Work environment

b. Key Behaviors of Leaders:

  1. Leader Behavior
  2. Behavior of the Board of Directors
  3. Chief Executive Officer (CEO) and Chief Financial Officer (CFO) Behavior

2. Business Ethics is a system of values or norms adopted by the Company as a reference for the Company, Management and Employees to relate to their environment within the following scope:

  1. Relationship with Regulator
  2. Relationship with Stakeholder
  3. Additional terms

 

Every year, Telkom sends outreach materials to employees regarding understanding GCG, business ethics, integrity pacts, Anti-Bribery Management Systems, fraud, risk management, internal control (“SOA”), whistleblowing, prohibition of gratification, IT governance, maintaining information security and other integrated matters related to corporate governance practices.

Telkom has ISO 37001:2016 SMAP certification after undergoing certification of the implementation of an anti-bribery management system with international standards. ISO 37001:2016 certification is an Anti-Bribery Management System standard that determines the various steps and controls that companies must implement to prevent and uncover bribery and corruption.

Telkom also organizes survey programs on line business ethics with the entire employee population through portal/intranet media which ends with a statement of employee willingness to implement business ethics. The understanding and implementation of business ethics and the results of the survey are audited internally and externally every year through the SOA 404 audit process. The audit is carried out in order to implement control environment in accordance with the COSO internal control work scheme for entity-level internal control audits.

 

CORPORATE CULTURE

CORE VALUES MORALS

In 2020, based on the Circular of the Minister of SOEs Number: SE 7/MBU/07/2020 dated July 1, 2020 concerning the Core Values of Human Resources of State-Owned Enterprises, every State-Owned Enterprise (SOE) is required to implement core values called AKHLAK. AKHLAK is defined as the values of Trustworthy, Competent, Harmonious, Loyal, Adaptive, and Collaborative that underlie the behavior of SOE personnel.

 So in order to answer this direction and in line with Corporate Strategy Scenario Telkom 2021-2025 which mandates the Company to carry out Align Ways of Working Under the Digital Age, TelkomGroup as a BUMN is certainly committed to implementing Core Values AKHLAK. One form of TelkomGroup's commitment in implementing Core Values AKHLAK is a pledge and commitment by all TelkomGroup Directors to implement AKHLAK and become role model for its implementation at the TelkomGroup Leadership Meeting on July 23, 2020. This pledge and commitment was also followed by all TelkomGroup employees. Furthermore, the Company also issued a Regulation of the Director of Human Capital Management regarding the implementation Core Values Morals at TelkomGroup.

CORPORATE CULTURE EVALUATION

Telkom conducts a corporate culture evaluation using AKHLAK measurements Culture Health Index (ACHI) to determine the level of effectiveness of the implementation of the Company's culture. Values are measured as a whole and specifically leading to internalization. Core Values AKHLAK.
